In London they are already looking at bringing in graduated fares at different times of the day (on top of the traditional off/on peak fares) to deal with the demand. Of course this will mean those that can afford it, will keep to the 9-5, whilst everyone else will move to cheaper schedules - or for those that you mention that have to keep to the traditional times it will mean yet another rising cost hitting their pay.
